Dear Honorable President Ferdinand Marcos Jr. and Secretaries,
We are writing to you as consumers whose lives have changed thanks to smoke-free alternatives like e-cigarettes and heated tobacco products, and as loved ones who have witnessed the positive impact these products have had on the people we care about. These are not just products--they are lifelines that have helped us or our loved ones move away from smoking and have enabled us to pursue better health and a brighter future.
This isn’t just a national issue, it’s personal.
We believe the path to a smoke-free Philippines must be grounded in truth, science, and compassion. For millions of adult smokers, quitting remains a challenge. In fact, only 4% of Filipino smokers have successfully quit.
The science is clear: it’s the smoke from burning tobacco, not the nicotine, that causes smoking-related diseases. While nicotine is not risk-free and addictive, it can be delivered without the harmful smoke.
Yet today, these lifelines are under threat.
We are deeply concerned about proposed overly restrictive regulations and the potential ban on these harm-reduction tools. Such measures would leave us with fewer, less effective options, potentially pushing us back to cigarettes or into unregulated markets.
We respectfully urge your administration to consider the following:

That consumer rights must include access to accurate, science-based information and less harmful alternatives to combustible tobacco.

That tobacco harm reduction is a lifeline, especially for adult smokers who do not quit.

That consumer voices, particularly those who have successfully transitioned to smoke-free products, deserve meaningful representation in policy-making.

That bans and excessive regulation of these alternatives risk doing more harm than good, potentially driving people back to smoking or into unregulated markets.

That a multisectoral approach, engaging public health experts, scientists, consumers, and industry stakeholders, is essential to crafting effective, compassionate, and evidence-based policies.

That the Philippines has recognized tobacco harm reduction as a public health strategy as reflected in our Vape Law (RA 11900). We should assert our national sovereignty by defending this law in the global stage.
We believe in a future where Filipinos choose to live smoke-free because they were empowered with better choices instead of continuing to smoke harmful cigarettes.
Mr. President, we ask you to stand with us. Protect our right to choose. Protect our future.
